Make Anarchy Systems not require Docking Permission for variety and chaos

I think some variety in behaviour at Stations/Bases is needed. You already have these possibilities: -

1. Black Market: Disabled due to it becoming Anarchy Faction
2. Lockdown: nothing happens
3. Civil Unrest: ?
4. UA Bombing: Commodity Market and Facilities Disabled
Any others?

You have the capability of SHUTTING THE LETTER BOX. Use this for Lockdowns obviously during a takeover period.
If in an Anarchy Station/Base then you would be more appropriate to be allowed to simply enter the dock without Permission. You would look for any available Pad your size and once close enough to "loiter" then the Landing Holo would startup.

My home System Xihe was made Anarchy during BETA by players. It made no sense considering the Sysytem which has a HiTech Station with Hi/HazRES beside it and now has no Security around the Station. Non in the Lo/HiRES and almost non of the Faction Controlled Ships around! It now has a Black Market which is good to Sell Imp.Slaves at if you know where you can get them cheap nearby (although can sell as high nearer to the supplier). I was Allied to all Factions besides the Anarchy Diamond Frogs who took over and now they have totally nothing against me even though I am constantly Hostile or Unfriendly. I can do what I did already so why did they bother to take over if only to open up a Black Market? They have 6 opposing Factions against them and they don't even have Security presence to uphold it.

We need CZs around Stations. Asteroid Bases and Refinery Orbitals inside RES. It all must make much more sense.
