Also available as mission rewards as said. got 5 of them for completing an scavenger removal mission last night

By far I have found most of mine in Agriculture settlements in the PROC rooms, specifically the very large kind with the two AGR domes connected by a smaller room. But I don't find them there, I find them in the PROC room that connects the two, the PROC room that connects to the laboratory, and the PROC room right outside the PWR center.

So they have for sure not disappeared, I got some yesterday. 3 I believe. RNG is just a B like that sometimes.

But sometimes you can hit the jackpot, too:

I lucked out and started finding Settlement Defense Plans in SEC rooms at industrial/Extraction settlements, specifically the kind with a security booth and an upstairs alcove that overlooks the corridor, with the CMD center across the hallway also on the 2nd floor.

So try Agriculture settlements first.

What's happened to manufacturing instructions? They seem to have vanished.
Where are you looking? I gathered 180 at the Impact sites with the large cylindrical crashed beacon. The threat level didn't seem to matter and, in fact, if you get the one that just spawns a skimmer (threat 1, I think), it goes super fast as both the executioner and the tormentor one hit it and you don't have to slow down for scavs.

That was pre-U5, though, so maybe things have changed.

people say relog and loot power regulators from srv,crash sites etc.. but Ive looted crashed srv, crashed eagle, crashed side,working srv in settlement 20 times and I only get degraded power reg. They obviously nuked all ways that can be relog to replenish

Thought we were talking about manufacturing instructions. For power regulators, either take restore/prepare missions and then abandon them (you'll get a 100k fine and a reputation hit each time) or just shut down settlements and loot them. You will get them occasionally from crash and impact sites but you will mostly get depleted ones.

Edit: Also, some missions give them as a reward.
 
I've been taking every salvage mission out of "Rebuy Prospect" in the "Fullerene C60" system and haven't found a single one. Maybe it's the part of the galaxy you're in?

I've never found them from salvage missions either. Try the Alici system and scan the planets for impact sites with a threat level. Look for the impact sites with the large cylindrical crashed beacon.

In case Alici doesn't have impact sites (it always has for me) look for systems in war or civil war states, I understand those have a higher chance of spawning impact sites but I've never had to put that to the test.

Are you talking about Manufacturing Instructions, or Power Regulators?

Unless things have changed (which is possible), I found that mission rewards was the fastest way to get Manufacturing Instructions. Choose to see material rewards, and you can scan the available material rewards easily across mission types. I found that you can’t just look at one mission type, you have a scan over a few types. (You might need good relations with factions to get the ones that give 4-5 MI.)

Impact sites are not so good to find MI, as it was before Patch 5. Must be they nerfed it. Yesterday I've found some, but not a lot. Incredibly lot useless data like
Blacklist data, Census data, Propaganda, etc. Now using Impact sites is not faster then Mission rewards.
It's interesting how FDev are fast and efficient to nerf something (like Power Regulators and Manufacturing Instructions) what is good for players.
 
Vesper M4 is good to find Impact sites and Irregular markers, and also good for missions. It's Anarchy, and many surrounding systems too.
