Massive number of systems no longer accessible - unknown permit required

Doubt it. It's likely Constructor (Guardian AI) space, which the lore suggests is the case. I'd also expect a borg or xenon like conversion within the systems as an updated form of the old Guardian AI Network. It'd be difficult to explain how the systems suddenly transformed, making permit locking the whole region a viable solution. Some of us have been to these systems in the past but the vast majority have not. COL 70 has been thoroughly explored up till being permit locked due to it's proximity to the bubble, and also the density of all the nebula within the region.
Besides, isn't Raxxla supposed to be in the Rift? Even with all the activity out there, every time I go through the area I find tons of pristine untagged systems. That's not the case with COL 70.
Also doubt it, but the rest is very dependent on which region we’re talking about.
- Regor’s in the core of what was Guardian space.
- Col 70 has a system which is a key one for Thargoid stuff. That however is on what’s the near side of the Col 70 Wall.*
- What was Guardian space appears to stop in the near side Col 70 Wall, certainly with one point being the aforementioned Thargoid system.
- Wreaken Construction are also known to be operating in Col 70.
- The Cone and it’s surrounding Permit Locked regions look to be Thargoid related from what happened with the Gnosis.

Have never seen anything directly saying Raxxla is supposed to be in the Rift. Have seen plenty of people’s personal speculation that it is, but equally have seen plenty of people’s personal speculation saying differently!

I do indeed, I trust some others also got it. Niven is indeed one of my favourite authors for many of his other works, a great writer, I was hoping to find one or two ringworlds out in the black, or even a Protector fleet, they would kick Thargoid Butt something awful if they ever turned up in game.
Can confirm that a large area in Bleia sector is locked out. Kinda strange to have such a large area permit locked. Guess it's probably something big.
