a) there is no "ruling party", there's the maximo lider and his henchmen
b) the henchmen can never outgrow the maximo lider - as soon as they get too large, they'll go

And to think President Trump saved billions(Paris Climate Accord) to now assist and help the victims of the flood... seems like a good call to me!!

As for Pardoning of a 85 year old man who has served his country and the people of texas.... it shows the Presidents sense of justice and compassion for anyone that has been wrongly treated by the system
