Not quite, you need win a civil war against the faction that owns the controlling station. You'd need to capture their lesser holdings first.

Couldn't we still go for Friend then Hiraga since there is only a 3 day civil war cool down now and Law is currently in cool down.

Even tho it makes me sad.

I think we'll be fine regardless of what station we go into civil war with. Taking one station will be a boost to our efforts thanks to the trading we can start doing.

Or just fly to navpoint/ressource extraction and shoot anybody who is not Mikunn. That way you lower all other Factions.

I did something like that yesterday and day before. Majority of authority ships there belong to HR Dynamic, as they are ruling faction in the system. Part of the influence Dynamic loses that way, Law part gains. To counter that I'll go to Gabriel station. I know that I will be attacked there only by Law Party authority.
