Right hand panel in cockpit, look under Engineers (I think right next to Codex). Pull her up and it will tell you your status with her and what you need to do to so she will hotrod your friendship drive among other things.

And be really really careful when flying back to Deciat with the meta alloys if in Open. There are a lot of sad tales about incidents involving that combo.
I presume you're either relatively new to ED or the Horizons expansion? If so, you should check out the engineers section of my super-duper in-depth Elite: Dangerous beginners guide
NP and the advice from Jake is solid. If you're a member of Inara you can link your CMDR and it will keep your material inventory so when looking at upgrades it will tell you what you have or are lacking. Also if you are lazy like me, there is a material trader tab near on the left that will tell you where you can find those materials you lack in close proximity.Oooh, I had no idea about that! Fly out to Darnielle's Progress in Maia system, honking every system along the way using the discovery scanner and when you get to Darnielle's Progress, purchase a single meta-alloy. Filter your return route to Farseer Inc. in Deciat system by "systems not visited". This way the Route Plotter will plot a different course back (through systems you have not visited yet) and that way you will collect much more exploration data. Honk every system on the way back to Deciat using the discovery scanner and when you get to Farseer, Inc. sell all your collected exploration data directly to Felicity. There is a good chance that selling the collected exploration data will elevate you to SCOUT rank or higher. Donate the meta-alloy to Felicity and you will have unlocked her.

Collect the exploration data anyway. Most Engineers require you to build REP with them using various methods (see the INARA Engineers web-page) and Felicity's rep-fetish is exploration data. If you get to level 3 and start getting "You need more REP" messages, selling exploration data at Farseer, Inc. is how you gain REP with her. o7

Just a thought though. She has mentioned Meta Alloys but this is the first time I have ever heard of them in game terms, so, how I'm I meant to find them without Google-ing them??
You can buy ONE meta-alloy at Darnielle's Progress in Maia system. They can also be picked off barnacle spikes but it takes some skill, some luck and some specialized knowledge to do it. o7
PS: Why the aversion to Google? You are using the forum, if you try to figure everything out in game you are going to be spending most of your time trying to figure stuff out.
