Trying to submit a request, yet it will allow me to sign in, but go no further with the process. Can anyone help?

Do they even accept new requests at this time?
Have you done your research?
Have you looked at the systems surrounding your proposed location out to 50 Ly?
Do you understand the player politics of your region?
As has been suggested. Pick an existing faction and support it.
If you can take a system and some expansions you will understand your region.
Too many groups just apply, get processed, and then find they’ve made a bad choice.
Process is slow. Use that time to understand what you are going to have to do.

Sounds like easy pickins.
No difference between NPCMF and PMF. Find one or more to support. After doing that for awhile, then look into your own PMF if still interested.
Many existing PMFs are abandoned. I actually picked a system I liked, where there was a faction, and created a squadron with the same name as the faction. No one has made a single inquiry. There isn't very much traffic in the system, so I'm pretty sure I'm the boss. Even if I'm not, I'm still the boss.
