Does the on-foot mission board refresh periodically (like the regular mission board) ?
Are the missions varied from station to station? Or from System to System?

Yes, it does refresh. I think the rate is about the same as the ship missions so circa 10 mins. As to whether the differ between stations, I'm not 100 per cent sure but I want to say yes.

It's definitely different per station.
