Misunderstanding or Bug? Discrepancy in bounty payouts between transaction panel and contacts

On my transaction panel I currently have a bounty of 77220 Cr in Federation space to hand in.
When docked at a station with an Interstellar Factor, I am offered 81081 Cr.
When docked at a station with a Federation faction, I am offered 108108 Cr.
I have a single (inactive) crewmember who has a 4% cut on my earnings.

I first noticed something was strange when I was using the Interstellar Factor to cash in a collection of various bounties (about 300K Cr total), that included what should have been a 1000 Cr bounty for shooting a wanted skimmer in Torno, where I completed a tip-off mission a few days ago. The Interstellar Factor gave me 1050 Cr.

I suspect that what I should be getting is 77220 Cr in the Federation, 75% of that from the IF and in both cases 4% should go to my crew. So is this a bug, or have I misunderstood something about how bounties are calculated?

Sounds like it may be a bug,
as for the inactive crew, they always get paid.

Some Powers add a bonus to bounty payouts in their Control or Exploited systems (even for non-afflilated Commanders). Could be that.

The systems I checked were Controlled/Exploited by Arissa, who I've been pledged to for a short while and only got to rank 2 in the current cycle. (I don't do much bounty hunting, also I think one of the systems is only recently exploited).
