You don't actually buy these items. You are GIVEN them as a Mission Reward. Some of the missions through the Mission Board give you credits AND cargo as a reward for completing them. As for 'where' you can get them I don't know. I suspect the Mission Reward is random, eg sometimes you'll get 1000 credits plus 4 tons of alloys whereas other times you'll get 1000 credits plus 4 tons of marine equipment. You wouldn't actually receive those commodities for an award but you get my point. Whatever commodity you receive as part of your reward would be Engineer specific but, again, you get my point. You're likely to get people saying 'I got some at xxx' but I doubt if you flew to xxx you'd get any - like I said, the Mission Reward is probably random. You're probably going to have to scour the Mission Board until you come across one that gives you x number of credits plus Modular Terminals as a reward. Hope that helped.

They're given as mission rewards for the 'Go and bring us back something' missions. More easily found on the mission boards of systems in a boom state.
