I originally planned as an answer in this thread, but decided to start new one as it is supposed to cover more aspects.
So the idea is the same - piracy in Elite Dangerous doesn't seem to be attractive activity as lacking comparable profit and having rather complex gameplay in comparison with other activities such as combat, bounty hunting, mining, trading, exploration and even mission running (not taking into account on-foot missions).
Prices at black markets are lower than normal. But this does not contradict to the common sense. They should remain lower under normal circumstances, but the following suggestions are supposed improve the situation overall.
None of these suggestions are novel and some of them were posted and discussed probably multiple times. But all in one can it make piracy more interesting/attractive in Elite Dangerous?

Stolen goods to support anarchy systems factions
Allow to sell stolen goods in anarchy systems (or on pirate stations) at regular commodity market for regular prices (or replace commodity market with black market there and increase its prices to normal or even higher). This should make piracy just more profitable and force pirates to fly back to "home" to sell goods in between of the raids.Make natural demand for certain goods in anarchy systems
Make certain goods more expensive in anarchy systems (e.g. high tech goods) and make trading/mining in anarchy systems much more risky (no support from system authority and more pirate NPC). This should force traders (NPC and players) to visit these systems if they want to get higher profits and equip ships to accommodate higher risks. Interdiction mechanic should be fixed to avoid subsequent NPC attempts, but allowing multiple interdictors at a time (aka wing interdiction) and in general making interdiction against NPC more challenging. No security (no-fire-zones) at the stations or settlements provided.New POI in anarchy systems
Add new POI to anarchy systems - a combination of CZ and junkyard located primarily at asteroid belts - to find and collect rare commodities (and materials) amongst large fields of ship wreckage and waste/toxic containers (so danger to get caustic or similar damage or crash into wreckage). Add missions similar to the mining rush, but for collecting. This should provide an alternative gameplay for pirates to allow e.g. getting rid of notoriety.Smuggling in superpower-controlled systems
Limit ability to trade in superpower-controlled systems to the ones who pledged to given superpower, forcing others to smuggle and add unique commodities specific to superpowers, which are more expensive to sell at other superpowers' systems. This should make high profitable trading in general more risky (similar to current illegal goods trading) and make more players passively participate powerplay.Trading licenses
Add trader licenses, which will give ability to trade at given faction territory and provide station storage for players at the faction controlled stations. Licenses are available to obtain by faction allied commanders for the time reputation remains. If reputation with the faction lowers or other faction takes control over the station - the cargo in storage is arrested or lost. This is supposed to be "cheap" replacement of fleet carriers storage tied up to the BGS. It should force players to track their reputation and allow collecting goods for better prices to sell later on as bulk for more competitive price.Exploration data and bounty vouchers
Add ability to steal (part of) exploration data from explorers (aka data robbery) and bounty vouchers from bounty hunters (aka revenge) and sell it in the anarchy systems (again to support anarchy factions). It may be rather complex solution involving black boxes, escape pods and encryption, which would force pirates not to destroy explorers, but provide some sort of cover to help an explorer to reach destination station safely.
