That has to be it. I routinely sell to my main commander's carrier. As of a few days ago, the payouts were the same as those at a station.

I just sell tritium to my alts at a high price, then buy it back at minimum price. A little math, and a little time, and my carrier gets whatever percentage I deem fit.
