I think the difference is that while WoW has instances, it didn't have sessions with player limits. So potentially you could have had the entire server population in Ironforge (though it would have probably made even Blizzard's hardware crash).

First person gameplay aside (another topic), surely even 20 people active in your area at once is enough? Then add on NPC craft too in keeping with the area (eg: busy around earth)?
I'd imagine if you jump into an area and can see 20-40 ships, many of which are real people, that should be interesting enough?

For practical purposes though, it was rare for even MMOs like WoW to have many more than 32 people directly interacting at the same location (raids used to be 40 player, but that was tuned down to 25). So you're unlikely to notice a significant difference to the typical MMO environment when playing multiplayer ED.
Missions or contracts which can only be given or seen when in a group sounds fun. Some missions may not be given if solo, because it would be certain death to undertake it alone and therefore will only be available for coop play to encourage people making more groups or alliances/friends. And thus making people play more together.
