I beg to differ, but it seems we've reached an impasse where there's nothing more to debate about them. Their meaning is either clear to the reader or it isn't.

If this is a a physical feature (cmdrs cannot inflict damage to other cmdrs), so lasers go through the ship? What about ramming?

If this is a soft feature (FDEV just enforce this by banning offenders), can you imagine the resources and time spent investigating in game complaints aka "he shot me while I had crimes on, whaaaa, here is a video on my youtube channel, go watch it". Unrealistic with 1 million active players.

Neither of those are relevant to your claim that the crime reporting flag can be abused. Switch it on and anybody who attacks you is subject to anti-griefing mechanics where applicable, switch it off and they're not. Please explain how it can be abused, presuming it can't be enabled instantly and/or in combat.
