Edit: Oh, is this a situation where the carrier is in the middle of a jump and it won't let you back in the game until it's done? If so, I think I've seen that myself once.

Your carrier is in pre-flight lockdown and is about to jump/is jumping.

But I think it's just the penalty for combat logging.

As others have said, FC lockdown / middle of a jump. Seen that a few times after planning a jump, logout and timed to login.
