Navigation panel questions? Blue icon???

I have forgot to ask this many times and finally have time to ask.

When in SC, in the navigation panel where you lock your destination, I am seeing an icon. You have your lock destination icon, but sometimes I see another icon that is blue. Most of the time it is at USS or the navigation beacon. Is this an indicator for me to go there? I see it when I am hauling data comms or cargo missions. I am not in a combat ship so I am weary to stop and check them out.
 
But I see them popup on USS, and nav beacons, but they are not targeted. Does that just mean I am close to one?
 
Could you provide a screenshot of what you blue thing you actually mean? cause i'm not sure i understand

nevermind: i got it now, its the closest thing of interest in the system you are near too, usually USS will pop up right in front of you putting that USS closest to you, it doesn't seem to stick on asteroid belts

when you jump into a new system the blue thing should be next to the star or nav beacon perhaps

If you're talking about the Blue Arrow icon, then that denotes which object you are currently in the "Sphere of Influence" of..or in more simple terms, which is closest to you.
 
I understand now. I was thinking that if I had a mission, it would be an indicator that someone at a USS wants to chat about it.
