[NEW] 9/10/19 Fleet carrier ideas

I couldn't find any new ones for ideas or suggestions for this so I'm making one.
My idea is that certain configurations of fleet carriers can deploy outpost/small station frames to build on. Once it is deployed, materials will have to be transported/mined to the station until it advances to level 1 (after the powerplay cycle). After this, systems within 5k LY of the station's system will get passenger missions to transport refugees/tourists/people seeking transport to your station, allowing it to advance to level 2. there is a maximum of 5 levels (not to get terribly grindy) and a second station or planetary settlement can be built. After both are built and are at level 5, it enables the ability to construct Orbis, Ocella, and Coriolis stations. Orbis, Ocella, and Coriolis stations are kept the same from the GC build levels. the maximum total planets:stations ratio is 3:1 (one station per 3 planets, not moons). Once the first station reaches level 5, you are not obliged to continue building stations/outposts unless you want to. the maximum number of systems controlled directly by a single squad is by a 4:1 commander-system ratio. So if you have 15 commanders in your squad, you can control 4 systems. To prevent people from just getting all their friends on one squad, claiming a system and leaving the squad is by making it so the remaining commander can't control any more systems until more people join back.
My point of this is to enable player factions to have direct control of their own territory and not just political control through BGS factions.
