It's a well known fact that habitual parking violations & stop sign running are "gateway unlawful acts" that lead to progressively worse behavior if not nipped in the bud. If we don't stop these guys here in their criminal infancy, the next step for many of them will be to "accidentally" fire on unscanned NPC's or local security forces, and after that, well, I'm pretty sure I don't have to draw you a picture. It's pretty dark.
