New Engineer, "The Collector" - gives access to restricted modules

Inspired by the recent cries of "unfair!" that most people won't ever have a way of getting them...

LOCATION: Plae Ain UD-K D8-96 planet ABC2 - asteroid base "Museum of Technology" (to be added) within the rings of a ringed Earthlike world in deep space (why settle for a surface base on an airless rock with unclaimed ELW's available?). Eventually scope for adding a villa on the surface when/if ELW's become landable.

KNOWLEDGE: obtained from the Engineer Ram Tah.

INVITATION: become allied with (new faction) "The Gatherers", to be added to Morgan's Rock station in the NGC 6188 Sector LC-V c2-28 system (make it their home system to avoid expulsion). Also, Plae Ain UD-K D8-96 to become a permit-locked system, with The Gatherers as the permit-holding faction, and a new outpost, "Gathering Point", within 15ly to deliver the permit (single-faction or BGS-locked).

UNLOCK: deliver 10 tons of Jaques Quinentian Still (rare good, available only from Jacques Station in Colonia).

BIO: The Collector is a reclusive billionaire who retired to deep space. He/she/it has undertaken to create a museum to preserve examples of all humanity's technological achievements, partly as a hobby, and partly to preserve human knowledge against a possible downfall of civilisation.

SERVICES: The Collector offers engineering upgrades to Grade 2 standard on all blueprints for all modules: he/she/it is not a specialist in any one field, but a competent dabbler in all (and familiar with all experimental effects). The Museum of Technology also contains a Manufactured Materials Trader, with an Encoded Materials Trader at the nearby Gathering Point outpost. There is also a Human Technology Broker present at the Museum.

The Collector also sells all modules at standard prices. This includes all standard modules, all Human and Guardian tech-broker modules, all PowerPlay modules, and all special limited-edition Community Goal reward modules.

If you wish to buy a module you wouldn't normally be entitled to (not unlocked, not pledged to the right Power, didn't participate in the CG etc), you must obtain a special-access pass, which costs 50 million credits and will involve completing a mission. This gives you access to ONE restricted module, but you can then pay another 50 million and do another mission to get another one, and so on. There might be a timer to ensure you can't do this often.

ETA: To clarify, you can only buy one module per pass, then you lose the pass.

Will the mission involve finding Infinity Stones and if so will Commanders have to sacrifice one of their SLF pilots?

Well, no, but the current random mission generator would need a tweak for this. Very silly to pay 50 million credits for the pass and then be randomly asked for a 300k donation mission, for instance.

Source-and-return would make sense for such a distant station, but obviously not if the nearby outpost sells that commodity. Possibly also long-distance passenger missions.

And if a Carrier owner parks in a nearby system and sells commonly-demanded goods at a huge markup: good for him. Free enterprise at work, player-led initiative etc.
