That's because they can radiate heat to the air surronding these systems. There isn't lots of air in space.
As I said before, adding this module and making the heat mechanics more visible are not mutually exclusive options. I don't understand why anyone would think that. In fact, implementing this suggestion would make the heat mechanics more visible, so really it's a win-win. I've added this apparently common concern to the OP.This.

As the module is currently proposed, it would take quite a few of them to make it such that you don't need heatsinks to fire and SCB, and you'd likely still take a little heat-induced module damage.Voted yes, because I totally hate the SCB-nerf that requires you to use them with heat sinks, wasting half of the 4 utility slots available in most medium-sized ships.
