I bought it, along with a few of the other Pre-Builts, she is a fine ship! Can haul about 720 with SuperCruise Assist and Advanced Auto-Docker installed. I'm hoping the new Corsair gets the Pre-Built option as well.
Is this optimized to use the SCO?

No. It can use the SCO, but it's not optimized for it, currently no large ship is.
What does it mean about the engineered optional internals and utilities?

The size 6A powerplant is grade 3 "Armored"
The 7A Thrusters are grade 5 Dirty Drive Tuning, Drag Drive
The 6A FSD is grade 5 increased range with Mass Manager (optional internals includes a 4th Guardian FSD Booster)
The 5A Shield Generator is Grade 3 Reinforced, Double Braced.
The Type 9 also has a few other engineered mods on her missile launchers like Grade 1 Munitions and high capacity magazines, even the heatsink launcher is grade 1 capacity engineered.
All in all the Pre-Builts are quite nice as a stepping stone to get yourself underway. I own all but 2 of them now and I can say with confidence that they are worth it.
