No Accessible Ship Docked?

Are the carrier's services all still active? I think I've seen a bug where the FC owner can't access the shipyard if it's suspended. Which makes zero sense because as the owner, they don't even need the shipyard module installed to change ships.

Vista Genomics and the bar are active.

I decided to use the "Stuck Recovery" option. That put me in my ship in the system where I started my multiple jumps back to the bubble in my FC. Luckily I was flying my exploration DBX, so I'm flying back to the bubble in that, and plotting my FC back towards me at the same time.
