We do have a small population, but this is second time in a week this has happened to one of us. It is now annoying.

Yeah well I have no missions in 250LY thats about as far as I am going just to prove its not one system

Have you tried switching between open play, Private group and solo?
Another trick you might try would be to switch between horizons and non horizons play during a planetary landing. Although I haven't tried that since the fold down and that may not work now. If you do try to switch between horizons and non-horizons, land on a planet first then save, then load again in non-horizons play. That resets some of the game parameters and since regular ED doesn't support planetary landings, you should find yourself in orbit above the planet you were previously landed on. Then go to the station in question and see if there are any changes to available missions.

I've had it happen in lft 926 with the dark wheel before when the mission board was giving me a bunch of missions I actually liked and accepted them and finished them rinse repeat and after a few times would wind up like that for an hour or more. It doesn't happen that often because there is usually a few mission types I ignore doing
This is common on day 1 of a faction invading a system, it can take a while before the mission board populates for that faction.

No filters were set, and there were no missions or passenger missions available from any faction anywhere.

I now have reports from other players on discord, that this is happening to them as well.
you can either
1) Wait 15minutes for mission board to refresh
or
2) do nothing else because they removed the instance jumping from Solo to Open to force the board to refresh
