No Outbreak/No Famine Systems: BUG?

I'm currently farming and unlocking engineers and I've hit a wall.

I can't find a single outbreak system to farm pharmaceutical isolators. I've checked everywhere: EDSM, EDDB, the galmap... there's simply no outbreak system to be found. I tried visiting some of the system with the outbreak flag in EDSM, but as I got there, none of them were really in outbreak state - or with a faction in outbreak.

Earlier this week I was looking for for famine systems to farm wakes in distribution center and again, couldn't find none. I still can't: if you check EDDB right now, you'll see that there's ZERO systems in famine right now. EDSM reports some, but I checked a few of the reported factions in famine and none of them was in 'famine' state.

What is going on? Have someone else found an outbreak system ATM? Is this some bug or WAD?

And, more importantly, how the hell are we suposed to unlock and use engineers if the BGS does not provide us with systems to get materials/data?

The BGS was reset for 3.3, and no one has been driven to Outbreak or Famine yet.

Same. Run any mission that generates high level targets and you can farm away.

Yes, CDCs, Pharmas and the high grade Photos are dropped. Exquisite focus crystals, Biotech conductors are rewards. I load up on those then go to the trader for what I cant find anywhere else like Improvised Components.

As for data: use the crashed cobra. That gives you G5 AECs which can be traded.

Alternatively, you can just hunt cargo ships in an Anarchy system. My usual Outbreak/Famine spots are also all Anarchy. I just swapped hunting spots within the system to HazRes instead. I suppose the Nav Beacon would work too, or even outside Star ports.
