No Settlement Loot: Post Maintenance

Anyway, I'm done with this absurd grind.

Against my better judgement (and because I had nothing better to do) I figured "WTH, less pick up this one more mission that rewards one of the mats I need".

The target settlement was Van Leeuwen Nutrition Farm, owned by a super-minor Anarchy faction in Bust (according to Inara), and the system was RBS 742, exploited by Li Yong-Rui according to Galaxy Map, controlled according to Inara.

Well, turns out the settlement was completely empty: no loot in any of the lockers/containers (save from the mission objective locker) and no data in any of the ports.

So either the Bust state might have caused the settlement to go empty, or the issue has absolutely nothing to do with whether the system is powerplay-aligned or not.

Thought I'd share this info in case it might help to solve the mistery.

All occurrances others have noted to date have been in systems not involved in powerplay. Did you disconnect/relog after dropping from supercruise? As that is a known reason for empty settlements to prevent relog looting. Are you pledged to a power?
 
Not even the stations are empty, I just wanted to transfer items from my ship to my carrier:
"Selected recources are no longer available"
That happens to all odyssey-materials.
 
Guess I chose a really bad time to come back to the game as well, after giving it time at Ody launch to smooth out the performance issues... Even spent cash on the Mandalay, took my first ever trip to Colonia now just to be greeted with this bug making me unable to progress with my goal of unlocking engineers and going into on-foot stuff.

System is controlled, yes, but the faction is Anarchy and Independent. Thus this faction is not part of PP and thus the settlement is not part of PP, thus no loot. In fact, any Independent faction is not part of the PP, because these have no leader. You can't even gain reputation with Independent.

Oh, boy... The plot thickens.

No, I'm not pledged to any power, but yes I did relog after clearing all scavengers but before setting foot on the settlement (I shoot them all in my SRV), to try and reset the Eliminate Scavengers optional objective counter stuck at 0/0.

I have done that before at least once, though. The kill counter was stuck at 14/16 and there were no more scavengers to kill and no more were dropping in. However, the relog did not affect the loot in the settlement at all, at least not on that occasion. The kill counter did reset, I completed the optional objective with the new waves dropping in, then proceeded to power up the settlement and loot it at leisure.

Yes, I think this is a more plausible explanation for the lack of loot. Honestly, I don't know crap about Powerplay and how it works. What bugs me, though, is that I'm sure I have raided other settlements owned by independent factions (I never skip the mission debrief and always check the rep bar) and there was never an issue with the loot up until the update.

Typically relogging in a settlement will wipe all loot and data ports. So, it may be that it bugged the time loot didn't wipe, or maybe you were far enough away from the settlement - but it would be something not previously noted, whereas relogging wiping settlement loot is an established mech at this point.

It's possible being an anarchy faction means it is outside powerplay, as others noted, but would need some others to confirm by checking anarchy settlements in powerplay systems.
 
I have been playing the game with this issue for the past week or more. I have found doing Restore missions is the only way to find the materials i needed.
Its a case of going to the system type you need be it military, agriculture etc. You can search for these on inara?

But then its a case of pot luck you will need to go system to system & check by landing at the ports to see if they have restore missions.
There have been a few teething problems with PP 2.0 being launched but i am sure they will patch it at some point.

For now this is the only work around to doing suits & weapons etc.

Within Acquisition range = yes loot, too.

I wonder if the "check whether to add PP loot" has accidentally been put in as "check whether to add loot"?
That is my suspicion. I'd also add that I have made well over 100 jumps (I'm in the Colonia region) and have not been interdicted since the update (with the exception of mission-related pirate attacks). So i'm wondering if i'm just really lucky or there is a similar flag on interdictions.
 
For the last week, I am been zipping around tourist settlements to farm cocktail recipies. Sometimes I will come across an empty settlement, take out some scavs, get out my trusty power core and re-power the place and scavenge multiple data points without worrying about getting caught - had no issues (other than running for my life when I take my power core back and 20 scavs spawn lol).

I have spent the last two hours of my life doing just that with a few key differences:

1) Multiple disconnects
2) No data in data ports - not something that has happened before
3) No lootables of any kind in settlements

I have gone to supercruise, gone to a new settlement (either populated or empty) and found no data available.
I have docked at a station, then back to the settlement and found no data available.
I have jumped to another system and, then back in, gone to another settlement and found no data available.

Clearly a bug. Issue Tracker

From the observations by other CMDR's the issue appears to linked directly to PP 2.0. Any system not involving a power are the ones being affected.

Edit: So this Duplicate is a literal copy/paste of my original Issue Tracker. FDev in their "inifinte" wisdom have decieded to mark the former (which has very view votes) as confirmed, while leaving the original (which has a lot of votes) as acknowledged. Please vote on both.
I'm having a similar issue. No loot on ground missions in the Colonia area. Must be a bug. I upvoted your issue tracker post.
 
Its taken me over a week & around 30-40 hours of gameplay to get 1 suite to where I need it to be.
Its just a shame that its this hard of a grind. I think there are multiple things that the on-foot gameplay needs to adjust to make it more favourable.

1: Loot on ground not spawning needs addressing.
2: Material trading needs an overhaul. It's impossible to work out what I have & what I need.
Ships are far easier to negotiate than suit & gun engineering. This needs to be balanced in my opinion.
** Tried to use EDOMH App But overlay just doesn't work for me. **
3: Reduction of the materials that you just don't need spawning.
** I have so much stuff that is irrelevant **
4: Fleet carrier trade (Transaction Error) Needs to be fixed. After spending 5 billion credits on a fleet carrier, I expect it to work as it should.
This effects my trading & other commanders.
I cannot think of anything else at the moment, but I will edit this as I find more.

I don't use the EDOMH overlay, but the app itself is top notch at tracking what you need, once you create your desired loadouts and then add them to a wishlist.

EDOMH also has a nifty bartender simulator so you can work out trades without minimal "loss".

Seriously, it's mind-boggling (and kind of infuriating) that FDev didn't apply the same principles of ship engineering to on-foot engineering.

What's with all the irrelevant stuff? In ship engineering you don't get a single material that is irrelevant (except for some thargoid stuff). All of them have a use, and ALL OF THEM ARE TRADABLE (at material traders, I mean). 4 out of 6 items at a data port (IF you hit the BGS jackpot of getting 6) are usually useless crap.

And then there's this, mission after mission after mission only rewarding materials that are found EVERYWHERE, while there are little to no missions rewarding materials that are nearly impossible to find.

Agreed, if grinding for a personal engineer there is no loot or data available at any sites and no means of purchasing from another commander at a fleet carrier. It looks like this has been a problem for some time now. Is it related to the intro of PP2.0?
