In some layouts there literally impossible to turn off alarm without at least stunning local NPCs with charger tool. Without turning off alarm it's impossible "quietly" opening sample containment unit.
So, "Do not critically injure NPCs" should count only towards killing them. Stunning is stunning, it's just knocks them out.
