Never seen a settlement without a panel, but they can be anywhere. I've seen them in habs, hydroponics domes, power plant, fused together with a medkit rack...

If you have lvl3 clearance and it doesn't show in the terminal listing at all, prolly a bug.

Yeah, I'm thinking it's just a bug or a glitch in the procedural settlement gen.

I ended up finding another settlement with the tiny little PWR building that has the alarm panel in the PWR room and a single scientist. Side door facing outside the settlement.
Going to just use that for some silly Power Regulators.
