Notoriety and Power Play

Hallo, I have a problem with notoriety while playing in powerplay systems.
I infiltrated some settlements in an undermining system - on a planet on which there's also a conflict in war status between the power I'm pledged for and another one.
I can understand that my notoriety rises while commiting crimes but the problem is, that I accedently shot a friendly ship from the power I'm pledged for (just a small hit from a fragment cannon) and gained a bounty of 400 credits.
Now I can't pay the 400 credits and it's not possible to repair my ship in any System or Station that is under controll of the power I'm fighting for.
This at all makes no sense to me because they force you to commit crimes..
Can anyone please explain to me why they do this - I can't understand.
Or is there a way beside waiting till the notoriety level falls down to 0 ??
I tried to go to the other side of the bubble to an other interstellar factor but nothing works.

Don't do the crime if you can't do the time ;).

Interstellar Factors don't deal with notorious CMDRs, so you can either hand yourself in, wait it out until your notoriety is 0, or live with the bounty and go repair and refuel somewhere where you are not wanted.

Oh, and trigger discipline is vital, as you learned ;).

Especially when using the ships equivalent of a shrapnel shell, it is like a hand grenade, an area effect weapon.

Nope. 1 per 2 hours last I checked, though notoriety gained on-foot has slightly different gain and decay.

Get in a ship with a vehicle hanger. Go to a planet. Gather mats for a couple of hours.

On-Foot bounty hunters do not exist (yet), so you won't get chased down, which can happen with galaxy wide bounties in your ship.

Old bug is back at it again. Just reload the game from Odyssey to Horizons, then log back and you'll see that you had no bounty this whole time. Or that you are allowed to pay it out at any interstellar factor contacts.
