NPC's running silent and not losing shields?

I always used to buy D-rated scanners (most likely because I spent my first year exploring, so got into the habit of D-rating everything!). When I started running missions and taking part in CGs, I noticed that ships would drop off my scanner regularly. It's the same as landed ships - you can see them, but when their engines are powered down, you have to get really close before they appear on your scanner.

I now only equip A-rated scanners, though usually add a light-weight mod to it. I'll get round to experimenting with other mods at some point.
 
Yeah, I am hesitant to add that much weight to a combat ship. I can deal with the sensor drop off, now that I know what is actually going on.
