Resurrecting this thread because I came across something that might be of use.
If you're using Windows 11 22H2, there is currently a bug in Windows that causes Windows Mixed Reality to perform extremely badly, and results in severe micro stuttering in VR games. Exactly what I was describing above. Note that this
only applies to Windows 11 22H2 and VR headsets.

Short version is: open elevated command prompt, run command: logman stop HolographicShell -ets
Requires command to be run each time after a reboot, at least until Microsoft fixes it.
Thought this may be of use. It's transformed VR for me in Odyssey with a 4090 in to something much better. Better enough to now be satisfied with the performance.
