You can also sell the a bartender on a carrier and purchase (cheaply based on the agreement) the ones you need. You'd need to make the arrangements so that the others in the friend group don't get them first.
Disembark from your ship (you must have Odyssey), go to the concourse and go to the bar. Approach the bartender and you will be asked if you want to sell or buy. If the item listed as being for sale is in stock, the bartender will show it. Depending on how often the player updates Inara, the item might not still be in stock.
How many do you need?
Inara tends to show trades that have been done, not ones on offer. Even if the carrier is still at the listed location.
This isn't exactly true. I sell mats all the time and they are listed as being for sale when I upload my commander data. They aren't real time though so YMMV when you travel to buy them.
A lot of the more desirable mats go really fast, or they are only for friends. You can view the carrier to see the permissions on Inara. Sometimes you find a pretty good deal, but if you need the mat all deals are good.
You can sell to a carrier, buy them back and sell again. You need to set that up with the carrier owner.
Someone will take you up on those, especially the FPs. I have 7 FPs, don't need any. I have probably 20 smear campaigns but they are held by an alt account and I need to set up a buy on my carrier to get them transferred. No time today unfortunately.
Been finding a lot of smear campaigns in HABs in industrial settlements.
Yes, if the owner of the carrier installs the bartender, they can buy and sell Odyssey mats.
This is working. There are a number of FCs listed as having smear campaigns, and I just bought two; going to fly around to the others until I get my six. Thank you.
Incidentally, to anyone who's looking for OPs and FPs, I got about 15 of each in a couple of hours at Brown Entertainment Resort in Ngati, using this method: https://forums.frontier.co.uk/threa...ather-odyssey-materials.621931/#post-10285410. Of course, I don't need them anymore since I already unlocked both of those engineers.

Yes, on stations you can only sell (or trade) mats to the bartender.

Theoretically;
In practice I'd try to contact the carrier owner to see what they're willing to sell. My experience of chasing mats listed on Inara was roughly 3:2 odds against finding the carrier in the listed system and when the carrier was there the mats I was looking for weren't for sale. YMMV.
