Odyssey infiltration missions are not fun and need revision

To simply remove bounties on crimes because they went unseen feels like it opens a lot of loopholes, despite the nonsensical nature of it. Maybe if you need to disable security systems in order to not receive a bounty... but this issue is not unique to Odyssey, with bounties being issued for crimes against ships in the middle of deep space.
I agree this mechanism also exists for crimes against ships in deep space. But this does not cause the same troubles. First, you do not have infiltration missions in Vanilla Elite Dangerous, so you do not have good reasons to destroy or disable ships that patrol for example. If you destroy a ship, this is pure crime. Second, when you destroy a ship, this is not by surprise, and even though advanced player can do it "one-shot", at least this is supposed to be a fight, not something stealthy. So, if this is a fight, this is logical that you get a bounty. You can imagine that the ship's computer sends a message to the local police before it is destroyed with your identification.

I understand that you are indifferent to the "bounty" issue because of your style of play. But as you mentioned, it does not mean this is not an issue...

Yes, you can set "Report Crimes: Off" in your ship, if you don't want a player killing you to get a bounty, I think?

Or is that now just for police response?

Can other players kill you on foot? I know if you've sided with a faction in a CZ, your shots don't damage NPCs on the same "green" side, and even you blowing up a red barrel beside them won't harm them. Not tried grenades yet.
 
More stealth mechanics would be good. I feel like we're re stuck as far how stunning goes with the arbitrary rating system.

Though simple applications to shake it up would be that the alarm panel is renamed to security panel. Disabling it turns the settlement into Anarchy. Let's be real, incurring bounties is a slap on the wrist as it is. Even with notoriety it's a minor inconvenience at worst since your record is wiped entirely after paying bounties. If the security is off too long a drop ship is sent to investigate. The security rating determines speed and level of soldiers.

As for true stealth without messing with panels, a way to lure guards mention earlier is the best solution to avoid any rating nonsense. Maybe it's a device that lures them, maybe you can overcharge something in the environment like a pipe to burst or a computer to go nuts. Maybe a third mode on the scanner, scramble, that shorts out a target suits communications causing the NPC to go to Security or Power to "fix it". Then overcharging an already open door locks it shut so you can lock a room or building from the inside. If you didn't cut a panel on the outside the NPCs don't immediately go hostile. They have a confusion state and a mechanic NPC slowly fixes it.
 
Check out my guide if you need anything regarding infiltrations, it's named Ground Ops, here on forums. I admit I'd like to drag bodies/get non-lethal ways to take out people. Would be funny to have some kidnapping missions where you have to knock someone out then ninja them out of settlement without killing someone else, ha, now that would be a test of skills.

The PEGI problem isn't with them being "stunned" or "dead", it's that electrocuting someone in real life is liable to kill them, so showing that behaviour in a game needs to be at the higher PEGI rating. It's repeatable behaviour. They don't want little Johnny sticking an electric heater in his brother's bath water, and claiming it's okay as it just "stuns" people in a game.

but it's PEGI 16. lf little Johnny does not know by 16 that putting a toaster in the bath is a bad idea then he has more issues than playing elite. metal gear solid on the PS1 had stun mechanics but I don't remember that having an age rating. sure newest ones did as did splinter cell but they were far darker games than elite.
IF that really is the case then it is the 2nd time FD have had to gimp the game due to them. going to low on the PEGI.

you cant shoot anyone in horizons you can only shoot ships..... Elite Dangerous and Horizons are PEGI7 Odyssey is 16 (which is one reason why FD are saying we cant play together in EDO.

Yes, I know. That's the point I was making. It's the reason the versions of the games can't play with each other. The deadliness of killing/zapping in Odyssey is why it can never be merged with the "kids game".

Are you proposing increasing a PEGI 7 to 16, just to merge the player base of the two? That would be madness for sales.

maybe I am missing something as it is pre coffee but given it seems instancing with horizons in EDO is off the table I am still not seeing the issue with PEGI 7 of elite dangerous.

if you have Horizons and are under 16 and you play EDO you are already in breach of the age rating so that is neither here nor there.

Personally if push comes to shove I would rather FD didn't compromised EDO even if that means horizons players can't instance with EDO players on the ground, much better imo to forget that and just have EDO players instance together in Horizons if they want to play with their tween friends or family.
