Odyssey : Raid Missions - Noone at mission location

I have taken on a Raid Mission that has noone at the mission location to eliminate. Am I being dumb? This appears to have happened time and time again with Odyssey, leaving me with no choice but to abandon the mission.

I spend ages going to a system to find members of the relevent faction, spend ages looking through the system planets trying to find a planetary base from that faction, go there, land etc. And all I face are commandos that do not count towards the mission objective and NOONE ELSE.

Is this a bug? This has happened about 90% of the time for me. Can someone please point me in the right direction, or is this just Odyssey failing yet again?

All I end up doing is wasting hours of my time for zero entertainment value.

How many settlements did you look in? Empty ones are usually ones in negative states, though some should still be online even with negative states (assuming they have multiple settlements).

The only settlement of that faction in the mission system was the one I went to. Negative states? I don't understand. There was no power to the system if that makes any sense?
 
Ah thank you, I didn't even know that it may have been raised as a bug, might be worth me adding my 50 cents to the issue tracker than. Thanks.
Missions for scavenger kills at settlements as well as faction kills that end up with no one at the settlement have been a 'bug' since Alpha, but as the issue trackers eventually were marked as 'fixed' the issue disappeared as well as the NPC's. I love the optimism but considering issue trackers being closed as 'fixed' when they are most certainly still bugged, other issue tracker seemingly ignored as nothing is raised in updates and 'bugs' from the early Alpha stage are still there after 6 'updates', I really cannot see anymore being done to the PC issue now that console development is on the horizon.
 
Happened to me yesterday. The only settlement where I could take out the target faction was also a settlement with no power and no inhabitants. It happens, unfortunately.
 
Should be possible for them to fix - they don't send you to repair settlements that are already online, so they shouldn't send you to kill at settlements that are (possibly) offline. I don't think it was on their list of fixes for Patch 7.
 
Thought I'd try a kill mission, all good, killed the number required for mission after turning off the settlement alarm and was in the process of taking the power regulator (well they didn't need it anymore, being dead) when BANG! CTD with little box asking if I wanted to send a crash report. Now try and tell me the game isn't bugged to breaking point!

I've had CTD consistently in that scenario recently. Kill em all, go to steal the power reg, CTD at the "30 seconds to deactivation" message.

Logging back in, the raid mission is finished. But you can now steal the PR no worries (apart from the security response)

I did go to a kill scavs missions with no scavs a couple of days ago. 😂 I mean, I'm good with that, the mission should've just given me an auto win though.:p

I think the problem is that raids (and massacres) don't have a target settlement, only a target faction, and it doesn't check whether the target faction controls any settlements or whether those settlements are online.

Yeah I had two of those broken scav raids at the same time just now. You know it's borked immediately because you don't get a progress counter when you approach the settlement.
I was able to get the missions to work (to no one's surprise) by relogging, although one of them was really persistent and took several attempts. After a few tries I got a bunch of scavs to spawn but the mission progress still didn't show up on the HUD and killing them didn't count. A couple more tries and I finally got the progress indicator to show up but only 6 scavs spawned while I needed 7. Tried one more time and finally got all 7 to spawn while progress was actually possible and finished it. The successful attempt included a glitching ragdoll just for good measure, which was stuck partway in the ground and doing its best Stretch Armstrong impression.

:) I think I've relogged to get the scavs to appear, kinda like when one is hiding in the ground. Another where 'just relog' is the bad, correct answer. Relog wouldn't work for the OP though - but your solution would (y)

Yeah, but it could check like it does work base repair - only needs to look at the faction states. Of course that would reduce the number of missions, but probably a better answer, especially as more and more settlements start to concentrate on the controlling faction over time.
