That’s more or less trying to explain any of the more complex systems in Elite, is it not?

So as far as I am aware, the first station built is the main, regardless of whether it's an outpost or a "proper" station.
Indeed that is the case. Probably because of the way it ties into the BGS functionality, which doesn’t switch the primary port and rather just considers it ‘as is’ on system generation (or in this case colonization, which would likely be often done with an outpost).

More recently I had a war kick off between two non-controlling factions. I believe they only owned one asset each in that colonized system but in case there were two on one faction, the surface port which went to the one causing the conflict, was the asset at risk. I was happy to give it to the other faction because they’re not Feds and it might stop the controller from being in perma-expansion (it’s a refinery and by current looks the only semi-functional one in the immediate area). Hopefully, anyway. I’m not keen on managing its BGS to that extent.

Yeah, perma- expansion is something to watch because from experience it turns out it doesn't exactly always win friends with your neighbours. At least having assets owned by a number of factions gives you options in how you want to keep that reigned in.
