So, when coming come across a shipboard CMDR , it's noted in the "HISTORY" tab of the comms panel. If you killed them it's noted and if they kill you it's noted. This functionality does not exist when you meet a CMDR who is on foot. I met several CMDRs at a ground CZ in the current CG. When I went to message a couple of them via that panel, they were not listed. I've added this to the issue tracker so please confirm and/or vote up if you've experienced it.
