One Limpet One Controller. Programmable Limpets.

Limpets are one of the few ways Cmdrs have of directly interacting with other ships, whether NPC or player, and have the potential to make for interesting interactions (e.g. the Fuel Rats!) but limpet controllers are strangely specialized. Controllers all use the same limpets, but demand their own controller and take up valuable space in ships.

What I suggest is one controller to control all limpets. One Controller One Limpet. This will allow Cmdrs to interact with any external element at almost any time (if they have a controller) and allow FD to create more direct interactions.

Each time you use a limpet you would need to program it for the task at hand. This could take a short amount of time, but could be used as an opportunity for balance.

If balance is an issue: Raise the price of limpets. Make them require more materials to synthesize. Maybe controllers would be larger. Plenty of options.

Controllers could be limited to being engineered to specialize in one task. So if you need a superior hatch breaker you engineer the controller for that purpose at the cost of say speed of hull repair for example.

Higher rated controllers could program more types of limpets at once.

There are a lot of options with this method, but the current design of controllers+limpets seems needlessly and artificially limiting.
