The thing about the core is that it's extremely densely packed with stars. Any system will have well over 2000 (two thousand, not a typo) other systems within its 15 LY colonisation radius. No it's the simple reality that screaming at the screen won't change. Colonisation is still in it's test period. Colonisation is tied to the bubble for testing. There's still major bugs with colonisation that they're working on so testing isn't likely to end just yet. (This might cause all sorts of interface weirdness, mission generation chaos, etc. Who knows what wasn't designed to work properly with that sort of star density...)
The other thing is that starting from Colonia doesn't really do much other than change exactly when that happens.
- if all inhabited systems gain contacts, there's an inhabited one a few LY from Sag A* and we find out immediately
- if it's just Colonia which gets added, then it's 10kLY to the core and it'll take about a year or two to build the bridge to it if some big group makes a project of it
- if they don't open it up further, then it's under 25kLY from the current furthest colony in that direction and it's still only a matter of time [1]
[1] Colonia is about 18kLY from the Lagoon Nebula, which there's already a project to reach, so it's also only a matter of time before it becomes possible to colonise from. Just needs players to put in the effort to build that chain outwards after the Lagoon project is done.

And THAT was when you couldn't plot more than 2000ly at a time and I had no clue about Neutron star boosting. It took me 3 months. So, there's not a single player that CAN'T go there. As for populations, there's PLENTY. And the whole point OF colonization is to claim AN UNINHABITED system. So, my point still stands.

Jaques station was found in Eol Prou whatever in June 2016.When was Colonia founded? It was months and months later, IIRC it had to do with chasing the Jacques station which went there.
It was not in the first three-four months at least.

But the point I was making is that, even back then, there was nothing other than ambition and courage that stopped anyone from going anywhere, and that someone as inexperienced and ignorant of a lot of Elite Dangerous features/aspects as I was could make their way to Colonia. I remember it vividly, it was unable to calculate the Rares routes of ~140 LY, you had to pick a mid point. Going 140 LY seemed like an adventure.
