Also take into account the fact that XB1 players with Silver XBox Live only cannot play in Open.
But that only works if they actually inform their players that it is open only content.
So these people will not be able to take part of 'The Hunt', all the way through? SMH!

To clarify.
There was an issue with the first phase of the hunt, this latest clue should help solve that.
Elements of the hunt will require you to be in open, but you will have multiple chances to get the clues yourself.
The cynic in me says that if they'd done that, the poor actors would have been met by several wings of roided FDLs. The event is called the hunt after all.
I kinda like this approach, make it more interesting. I don't think this is "open only content", more like FD using tools to make commanders to meet and work together.

I however don't use hyperbole to describe my disappointment.
Never mind that, it doesn't actually add anything. According to the steam charts, there are 9334 active players as I write this. A game instance can have 32 players in it IIRC. That means that the odds of running into one of the actors as you're playing (assuming that every single player is in the right system) is about a third of one percent. If there are fewer players your odds go up, but FD is actively guiding players to that system, so you'd expect a large percentage of those 9000+ people to be there.
What extra risk?
Open players keep going on how "safe" it is and how you never see anyone.
