Open-Only in PP2.0?

NPCs don't vanish at 1% health, invalidating the effort destroying them and the influence gain.

when that gain is what drives PP? Open needs less holes to make that outcome be 'valid'.

It is de-facto "valid", even if you don't like it (or me either, but that's beside the point.) If it bothers you that much, then adjust your playstyle. Don't play in Open? Maybe add a few severe cases (I can't imagine this "1% quit" playstyle is really popular) to your blocklist, etc., where your supervenient ruleset permits it?

They can start by making combat actually meaningful- its not 'making it worse' by (for example) deleting cargo / merits when someone quits during combat, which is a 'loss'. Otherwise, fighting between players is pointless because the rules are porous.

Given that most PvP (combat) oriented players prefer non-cheesy play (right?) this seems a little overstated. So your custard has a lump or two, does it mean you can't enjoy dessert?

In the wider game its fine, because there is nothing higher at stake. In Powerplay, that activity matters.

If mechanics were changed to enforce your version of "fairness" then other, worse, practices would be more likely to emerge, it seems to me. The question of which is worse - a bit of lumpy custard or an arms race at the custard factory - is a subjective one I think.

Well, you are the person arguing that players will choose Open and then employ nefarious means to skew the result? I'm just saying that player creativity when it comes to nefaring is a resource that's hard to exhaust (without wanting to get into specifics)
