Optimal monorail settings for max passenger throughput?

I have a very large zoo (more than half the map) with multiple monorail systems. Each monorail has about a half dozen stations. Almost every station is consistently at max queue capacity. At some stations I can't lengthen the queues without disrupting surrounding scenery. I don't want to increase ticket price as this will discourage guest use, and the zoo is large enough that the monorails are genuinely the only way that guests will ever reach some parts of it; otherwise, the distance is just too far. I've maxed out the speed and number of vehicles, and rebuilt stations to put the entrance and exit gates as close to the boarding position as possible.

Question is this: What dwell-time settings are most efficient for maximum passenger throughput from entering the queue to reaching the destination?

It seems that when I set max wait time to 20 seconds or less, this often causes the next group waiting not to board as the 20 seconds has elapsed by the time the deboarding group clears the exit gate. When set to 25 seconds, the next group is able to board, but that slight delay seems to cause overall longer lines and slower service. Has anyone found a sweet spot?
