I dont see the point of printing in small a disclaimer about irony. It's pompous. Bazmeson was better.
I always find it amusing that trolls never do any research before posting, why is that? Do they not realise how incredibly ___ __ that makes them look to everyone reading their posts.

Remove engineering effects from Open for players
1) Removes the barrier to open for non horizons players
2) Removes the gripes about Hit Point escalation for engineers making PvP boring
3) Engineering can be used to select how difficult you want the game to be in Solo/PG, where you aren't going to affect any other person with boring grind

Those who want Open Only PP REALLY want to blockade the HQ where people will have to go to get vouchers to kill them on the way in or out. Improving the payout for Open PP is meaningless for anything other than tradeships taking huge numbers of vouchers out, and they are a large investment of money AND clicks to lose. So, to get people to become targets in open, you want to make it worth their while to do so.
So remove the cap and allow any amount of vouchers to be taken if you are in open and if you log into another mode, they disappear. Since you haven't paid anything, you haven't LOST anything either, except time.
THAT would entice people to play in Open for PP voucher trading.

Come to think of it, I've not done powerplay hauling for a while (when I module-shop I just pick a random enemy control system and undermine it for 750 merits instead) but if blockading the HQ was a viable thing, would that make certain factions have an advantage?

Harma, Lembava and Polevnic only have one large orbital for instance while Cubeo and Eotienses have 4 each, and when you add onto this the fact that some of those powers have outgoing fortification, meaning that ships in supercruise in the HQ system will have already delivered their merits, it means that some powers are inherently harder to blockade than others.
