I believe tht OVRDrop has not been maintained in a while. OVRToolkit or XSOverlay are more current overlay products.
I use XSOverlay with my Rift S, but for viewing videos etc... Whichever overlay you use, you'll have the issue of not being able to see what you are typing and using the mouse on the browser window, as well as the implecations and practicalities of managing which application (ED or the web browser) is the application in focus (and thus accepting keyboard/mouse/controller/input). You may also fins the resolution of the headset suboptimal for reading small text on a shrunk webpage.
Additionally ED will try use use the Oculus API for VR when it sees it, this means that SteamVR (needed to run the overlay) does not get a chance to render, and thus the overlay does not appear. The fix for this seems to be to set the ED executable to run in Windows 7 compatibility mode.

You might want to watch some Twitch streams by Malic_VR and Father Bill. They both stream in VR and use Overlays to bring twitch chat into their VR when streaming. Both have used Rift S in the past, but have now moved on to Reverb G2 heasdets.
