Yes, that's quite possible ... but quite a dramatic change from what I've been seeing before ... massacre missions were spread over all the factions before
Do you remember as far back as yesterday? When all the missions changed without a client change. Think hard, c'mon, you can do it!
I'm guessing they've rebalanced mining missions, maybe how many combat missions are presented .... but depends what others are finding elsewhere. That's the problem with the local BGS 
My PC is exceptionally heavy, there's definitely a Lakon/Alliance capital ship in there! \o/

No they hadn't for about a week ... just consistently "fetch this (for a lot)" ... "mine this (for not much ... now a lot)" .... "massacre the hell out of these factions and we'll pay you handsomely" (but very few that I am seeing now).

Apparently the PWA works just fine now, but only when fitted to a Cobra Mk IV with the Azure paint job. I guess they're still working on balancing mining
