Permit locked system

Never heard of this until i was traveling and noticed it, a system called witch's reach
did a bit of googling and could not find any info on the permit needed, anyone got any clues?

There's a few unobtainable permits out there, either thargoid space, or being used as testbeds for future updates by fdev.

I hit a huge patch of unreachable systems while traveling to the Horsehead Nebula. Had a tough time backtracking my way out. Started to get nervous about being trapped, but managed to find the systems I came in with, and worked my way back.

I think the system in question will be used for the witchspace battle instances.
