Really? Those lasers are available elsewhere? AFAIK LTT 198 is the only system with the tech broker for those. Note, that's not the mining lance... But would be great if I'm wrong!!!

Permits are only available for systems - there are no region or planet permits at this time[3].

You can check which permits you have in the right panel of your ship - look at the Status tab and move down - one of the lower sections lists permits you have.

OTHER SYSTEM PERMITS

Most other systems will let you earn their permit by becoming allied with a permit vending faction (exceptions are noted with the system description). The controlling faction is not always the permit vending faction. Once you reach the required level of reputation you can take a simple mission on the mission boards for that faction (only ship missions, not on-foot in Odyssey).
You can rep up (to become allied) at any place the faction is present, but only systems within 20 light years [1] of the permit faction's home system [2] will provide the mission to get the permit. The eddb listing for a faction gives the distance from the home system next to each system. Permit missions will not show while the faction is in a conflict (War/Civil War).

i realize i'm a couple years late here ( i only started EliteD game last year ) but i just finally unlocked my 'Mbooni' system permit ( for extra fun Guardian mod-shards!!! 🚀 ) and so i just wanted to say a quick THANKS to @Factabulous & others who collated this particular thread , because i literally have no idea when/how i would've figured out all this stuff without such a helpful guide & list.

i read the ingame Codex ( all entries ) quite often , since there's always something new to learn in this wonderful space-sandbox game, but i don't see anything listed within about "permits access" , so how the heck did original pilots figure this stuff out?
Maybe the Engineers requirements box on panel-4 was the 1st clue ? But then how did u guys figure out the "within 20 LY range" limitation?

Anyways, kudos and much appreciated for all the work & intel. o7
