Persistent fleet carriers and instancing

You would still have an overlapping location problem if two commanders both grant you access and are both based around the same body.

Not really - there is plenty of space around a typical planetary body to place many dozens of assets in a way that they aren't close to each other.

The trailer shows Fleet Carriers orbiting around planets, so it seems like you'll be able to select not only the system, but a particular body inside that system too. Also, looks like they use the same jump-in/jump-out animation like Capital Ships, and coupled with custom fuel, there's probably some lore explanation how they can jump where you want them to, and not only to main star (object of great mass) like traditional ship FSD.
