Pilot Federation Bounty System - how to make it useful and not exploitable?

I have idea, of course I am not sure if it 100% safe against exploits... Of course you may also share your ideas.

At the beginning, bounties should be splitted in two:
1) Normal bounty - assigned after attacking NPC, after pad loitering etc. It should work in the same way as now.
2) Player Federation Bounty System - it should be assigned only as result of actions against other players. This is how should it work:

In order to make this system safe against peoples who want to exploit it in order to print money (someone acquiring bounty, then his friends killing him, taking money, then he rebuy his ship for partial cost) bounty should affect rebuy cost. As more and more badass you become the Pilot Federations charges your more and more for rebuy. The Pilot Federation is responsible for placing bounty on someone, they also "manage" insurance. Because of that they are able to force you to pay your bounty when someone "catch" you. This is solution for mindless killing.

Still there should be opportunities for factional PVP where players are permitted to attack each other, in that case there shouldn't be any bounty.
 
Firstly I agree that there is a place in the game for legitimate PvP fights, they bring considerable prestige to the game on youtube if nothing else.

A potential solution to the PF bounty claims being a license to print money is to have the PF bounty come from the players' bank account. This would also enable transfers of funds between players though, which may be undesirable but mitigated by any effect 'karma' might play on discouraging the accumulation of a large PF bounty.
 
Honestly there is nothing about about credits transfer... Just introduce some king of tax arount 20% and it should be good...
