Pilot's Federation and Criminals

"Formed in 2805 after the great surge in private ownership of smaller starships, the Pilots Federation soon found a role as a conduit for trade route information exchange between trusted pilots and provided the infrastructure for a mutual protection scheme against the rising scourge of interstellar pirates. Planet-siders began to distrust the generally itinerant nature of starship captains, who always seemed willing and able to jump to a new system before the law caught up with them. The Pilots Federation’s zero tolerance policy of dishonourable behaviour amongst its members is enforced by a system of bounties automatically placed on the heads of transgressors. This built a galaxy-wide respect for the badge, which then started to be worn with pride by members. However, the organization’s official adoption of the 9-level ‘kill tally’ ranking system (Harmless through to the coveted Elite status) ensured the Pilots Federation retained a level of blood-thirsty notoriety."

The Pilot's Federation, which all players are a part of, has a strict code of honor and is thoroughly anti-Piracy according to game lore. However, at present, the galaxy seems largely ambivalent to crime. Bounties are pretty much meaningless, and people can go on gleeful murder sprees without any real repurcussions.

I believe it would be beneficial if for one, more powerful bounty hunters were introduced to hunt down people with remarkably high bounties (100k+?), sent out by the Pilot's Federation.

Second, it might be nice if the Founder's World offered missions to take on CMDR's (yes, other players) with high bounties who play in Open a lot. Not sure about this, but it could be fun. Some way for player bounty hunters to track down these outlaws would be nice.

But mainly, what I would like to see is for the opportunity to become a disgraced former member of the Pilot's Federation. Yes, former member. Make it so that racking up a particularly high bounty causes you to lose your membership in the Pilot's Federation.

What would this mean for those who were kicked out? Well, for one, all those missions you once had access to, you won't anymore. More law-abiding factions just won't be interested in doing business with criminal scum. However, criminal organizations will love you (this could even be a requirement to some high paying missions). The ranking system could perhaps have separate names for the Outlaw players more fitting with the lifestyle.

Redemption would be possible, but it would require paying off your bounties/fines and taking on a mission on behalf of the Pilot's Federation, sort of like a Rank Advancement mission for the Empire/Federation.

Outlaw Pilots would be clearly marked as such, and open season in any system for anyone to take down for a hefty bounty from the Pilot's Federation.

I believe that these changes would provide not only a more believable response from the galaxy to player criminals, but a lot more fun for said players and bounty hunters alike.
 
Agreed. This would also encourage a revamp of the black market system and play a large role in expanding its detail.

I'm considering buying an alternate account to be an outlaw. This would certainly give it more depth.
