I have earned 256,500,000 from selling my exploration data. At the moment i am at 70% in pioneer. Does anyone know how many more planets i need to scan to get to elite in exploration

It's not the number of planets, but the value of the data you turn in. When I hit Elite it was 1 percentage point for every 2 million in exploration data at Pioneer. So with 30% left to go I'd say you need to turn in another 60m in data to hit Elite.
Profits from sightseeing missions also count, but weighted less than exploration data.

How do i know that value of the data i collect
You don't. You can get an estimate from some third party tools but there's no guarantee it's right. iirc, Elite is around 315M.

It's not always accurate, especially regarding first discoveries/maps, since it can only pull data from those players using the app, not the player base as a whole. But it's close enough to be useful, and I use it to keep track of my accumulating data while out on an expedition.

ED Discovery offers a running estimate of the value of what you scan. The module is called "Estimated Value" and gives you a summary of what the program thinks you have earned.
