Pirate AI in RES

I've gotten to the point where I'm now hunting in HI RES in an Anaconda and I've noticed something odd. Whenever I'm engaging the larger ships such as the Clipper, Fed Dropship, and the Python, they tend to orbit around me but not really fire at me unless they mount turrets. I find this pretty odd since they used to fire on me often when I flew the Python but not so much at my 'conda. Due to this, I rarely have to use my SCBs unless I happen to run into a wing of 3 python/clippers/dropships.
My question is this: Does the current AI not know how to handle really slow maneuvering or long ships such as the Anaconda or is it an issue with them trying to stay out of the line of fire of mixed weapon setups like mine?
Note: I fly 2 large fixed burst lasers, 2 medium gimballed burst lasers, and 4 cannons in the remaining huge/large/small hardpoints.

There is a known bug with AI pip distribution where they do not put any pips into WEP and run out of shooty juice as a result.

I have found a couple of bugs. 1) It's possible for pips management to foul up for high rank ships, meaning their pips request for WEP is... zero!

I found it by accident as it doesn't always happen, but when it does it leaves AI ships with no pips to WEP so they soon run out of weapon power.

Yes, there is a bug where high-ranked ships can have no pips to WEP and when they run out, they stop firing. It's a bit intermittent, but I've found the cause.

Actually, I doubt it was completely the weapon power settings fault. I ran into a few rail pythons that managed to consistently fire his rail guns at me once I entered his cone of fire which wasn't often. The AI seemed to have issues orbiting me due to my low speed and tighter turning circle. This caused him to orbit me, wtih a lot of the time spent with his keel or topside facing me.
